Access to person records in the FIFA Connect ID Admin Console is based on the Data Holders concept.

A Member Association that is a Data Holder of a given FIFA_ID can access that person's record and its complete history in the Admin Console.

What can a Data Holder see?

If your Member Association is a Data Holder of a FIFA_ID, you can:


The Audit Trail includes operations performed by all systems and Member Associations, not only operations performed by your own MA.

This means that even if a player is no longer registered with your Member Association, you can still follow the history of their FIFA_ID as long as your MA remains one of its Data Holders.


Why is visibility based on Data Holders?

A Member Association may continue to have an interest in a player's record long after the player has moved to another association.

For example, historical registrations may later be relevant when an Electronic Player Passport (EPP) is created and training rewards are determined.

Access to the complete history also helps Member Associations investigate data quality issues. Seeing how a FIFA_ID has changed over time and which systems or associations performed particular operations can make it significantly easier to identify incorrect records, transfers, merges or other inconsistencies.

For these reasons, visibility is based on whether an MA holds data for the FIFA_ID, rather than only on who currently owns the person's registration.


Previous behaviour

Before 2025, Admin Console visibility was more closely linked to registrations and current data ownership.

In particular, an MA could lose access to a person's details after the player moved to another association, and the Audit Trail was generally limited to operations related to that MA.

This sometimes made investigation difficult, especially for former players whose records were still stored in the MA's National Registration System.

During 2025, these rules were changed and aligned with the Data Holders concept. A Data Holder can now continue to access the person and the full history of their FIFA_ID even when another Member Association currently owns the registration.


FAQ

Why can I see a person who is no longer registered with my Member Association?

Because your MA is a Data Holder of that FIFA_ID. Data Holder status is not limited to the Member Association that currently owns the player's registration.

Can I see operations performed by another Member Association?

Yes. If your MA is a Data Holder of the FIFA_ID, the Audit Trail shows the complete history of that record, including operations performed by other Member Associations and systems.

I believe we store a FIFA_ID in our NRS, but I cannot find it in the Admin Console. Why?

Your Member Association may not be registered as a Data Holder of that FIFA_ID.
